University of Wisconsin-Madison Chancellor Biddy Martin is proposing changes to Gov. Scott Walker's budget to give other UW System campuses more flexibility, while also maintaining language that would make UW-Madison a public authority.

She sent the letter to members of the state Legislature's budget committee a day after Sen. Luther Olsen, R-Ripon, charged UW System administration and Martin to find a solution to a conflict between the two parties.
